Avoiding Citations

Parking on the Rutgers campus requires that your vehicle be registered with the Department of Transportation Services with a valid email address. Every vehicle must be authorized for parking by a valid e-permit. You are required to always park according to your e-permit and in a marked, legally designated parking space. While parked on university property, all persons must abide by state registration laws.

Keep in mind that...

  • Your license plate must always face the driving aisle so it can be scanned by Enforcement.
     
  • Restrictions in gated lots are in effect at the times indicated on our website, even when gate arms are in the “up” position.
     
  • Only one vehicle per e-permit is allowed to be on campus at a time.
     
  • Parking in loading zones is prohibited. Loading/unloading approvals must be obtained by DOTs prior to using a loading zone. Once active loading/unloading is performed, the vehicle should leave the loading zone.
     
  • Disabled vehicles must be reported to the university police. Disabled vehicles should not obstruct traffic flow or endanger safety. The vehicle must be removed as soon as possible, and no longer than 24 hours after the vehicle became disabled.
     
  • Please keep in mind, Rutgers University Police Department (RUPD) will tow vehicles without valid state license plates or inspection stickers.
Parking Citation Offense Codes and Fines

Parking regulations on Rutgers University campuses are enforced 24 hours a day, 7 days a week, 365 days a year. Violators will be issued electronic citations and may be towed or immobilized depending on the offense and the number of pending violations.

Ticket Late Fees

A late fee of $5.00 is charged if payment is received after 20 days and 30 days before ticket issuance. A late fee of $10.00 is charged if payment is made after 30 days from ticket issuance. 

Consequences for Unpaid Tickets

Unpaid tickets and late fees will result in a university hold barring students from:

  • New parking permission
  • Parking permission refunds – ticket and late fee amounts will be deducted.
  • Unpaid tickets will eventually be sent to a collection agency to ensure payment.
  • Cars will be towed or immobilized, at the owner's expense, if the total for all citations and late fees exceeds $500.00. The customer is responsible for any fees imposed by the tow company.

Appeals Guidelines

An appeal is defined as a dispute over the validity of a citation. It is not a statement as to the reasons a regulation was violated.

Appeals must be made online only within ten (10) calendar days of issuance, the date the violation was emailed to you. After ten days, the right to appeal is lost and the violator is responsible for all fines associated with the ticket. Towing costs may not be appealed.

Keep in mind that you will not be able to apply for a parking permit if you have an outstanding balance due. If you place citations on appeal, the system will allow you to apply for an e-permit if you have no other outstanding fines due.

A separate appeal is required for each ticket. A factual statement supporting why the citation should be voided is required. The individual appealing the citation is responsible for providing ALL supporting documentation.

The hearing officer is empowered to reduce, adjust, remove, or uphold any penalties/fines associated with each ticket. The hearing officer’s decision is binding. An appeal may be resubmitted by opening a Second appeal case but will only be considered if new evidence is provided which may serve to alter or reverse the original decision.

The hearing officer will decide whether to accept or deny any resubmissions.

Suggested Practices:

  • Be polite
  • Be honest
  • Be concise

Citations will be upheld if any of the following reasons are the basis for the appeal:

  • Couldn't find a legal parking space.
  • Only parked illegally for a short time
  • Didn't know policies or regulations.
  • Didn't see posted restrictions.
  • Couldn't find a convenient parking space.
  • Had four-way flashers on (emergency flashers).
  • Didn't have enough time to park properly.
  • Parking control signs that may have been stolen, vandalized or defaced are not a valid defense against issuance of a parking ticket.
