IP&O’s Employee Services group wants to make sure each IP&O employee has the most up to date and accurate information available. In this article, you will learn about resources for new hires and procedures for returning to work if an employee has retired. New Employee Resources for Hiring Managers
When hired, new IP&O employees are enrolled in two, in-person orientation session. “Welcome to IP&O” is facilitated by IP&O’s myPath Training and Employee Development group. It introduces new hires to the full scope and responsibilities of the IP&O division. New employees are also enrolled in the recently revamped UHR “New Employee Orientation” program. Among the improvements in the UHR orientation is the new employee checklist to help our new employees enroll in their benefits programs. Managers are encouraged to familiarize themselves with the timetable to support your new hires as they begin their careers at IP&O.
Upon hiring, our Employee Services group registers new employees to ensure they have a seat reserved for orientation and that the correct materials are sent in advance of each session. An orientation date is chosen on or after the new hire’s start date. All New Employee Orientation sessions are scheduled for the first Monday of every month, unless the Monday falls on a holiday. This is the schedule for the remainder of this calendar year:

Obtaining an ID Card:
Rutgers-New Brunswick and RBHS—Newark new hires may obtain ID cards in the office(s) where they attend the orientation.
Rutgers—Camden new hires may obtain their IDs at the Impact Booth in the Camden Campus Center at any time: https://ipo.rutgers.edu/publicsafety/iam/staff-faculty-guest-id. In fact, during the New Employee Orientation, new employees will tour the campus, and have lunch at the campus center where they can obtain their ID.
Rutgers—Newark new employees may directly upload their images online utilizing this link: https://ipo.rutgers.edu/publicsafety/iam/staff-faculty-guest-id. They may pick up their ID cards in the office located in the Blumenthal Building.
Obtaining a Parking Permit
New employees can purchase parking once they have a NetId and have received their first paycheck. Employee Services will ensure new hires have temporary parking permits until they can purchase permits.
Keep these tips handy so that each new employee feels welcome and that we reduce any confusion that may occur for a new hire.
Returning to the Rutgers workforce after Retiring from Rutgers
The “great resignation” brought on by the pandemic resulted in many people retiring from companies all across the country. Some retirees, for various reasons have returned to the work place; Rutgers is no exception. The State of New Jersey has strict regulations regarding retired Rutgers employees or any state employees, returning to work. State laws and retirement system regulations do not expressly prohibit retirees from returning to the Rutgers workforce, but there are some considerations for the retiree and a process for departments hiring a retiree.
Employees who have retired but then want to return to the Rutgers workforce, are strongly encouraged to contact the NJ Division of Pensions and Benefits (NJ DPB) prior to considering returning to employment. Contact information: NJ DPB: (609) 292-7524, 7am – 4:30 pm, Monday through Friday (except state holidays).

Retirees cannot be rehired into the same job title or one with similar job duties. There should be no pre-arrangement for a return to work prior to the actual retirement date. Further, there must be a bona fide separation of employment for a period of 180 days before the individual is rehired. Employees who work a 10-month school year and retire on July 1 or August 1 must count the 180-day severance of employment from the start of the following normal school year in September. For example, a July 1 retiree would not be eligible to return to work prior to March 1 of the following year.
Hiring Managers who are considering hiring a retiree must contact UHR Benefits and Wellness (michelle.brugnoli@rutgers.edu) with the retiree’s name and separation date. You will then be sent a “Retiree Returning to Work” packet before you finalize your hiring decision, and return the completed packet to UHR. UHR will review and determine if the candidate is eligible for hire. If so, the UHR Certifying Officers will sign off and submit the packet to the New Jersey Division of Pension and Benefits (NJDPB).
The state requires that these forms be submitted no later than 15 calendar days from the date of hire. Once these steps are complete, there is no need to wait for approval from the state to proceed with the hire. The NJDPB will review and determine if the rehired retiree can continue to receive pension benefits while re-employed.
