All university construction projects must comply with the State of New Jersey environmental  permitting regulations. The Department of Planning, Development, and Design is the designated liaison between the state environmental review agencies (DEP) and the university and its assigns. Applications are reviewed for compliance by our professional staff prior to submission to the permitting agencies.  Our staff is available to the university community for consultation. 


The Department of Planning, Development, and Design  reviews reports, project plans, and  applications prepared by professional consultants for university projects built on university properties as well as properties surrounding the university boundary lines when applicable. It provides the interface between the university and New Jersey State Historic Preservation Office (SHPO) to protect Rutgers University's historical resources and ensure compliance with National Historic Preservation Act (NHPA) of 1966.
